The Challenge
Two national health datasets cannot be compared credibly until their populations, case definitions, and confirmation rules mean the same thing. Without that alignment, differences may reflect methodology rather than health outcomes.

The Solution
Defined an apples-to-apples framework covering regional prevalence, diagnosed patient counts, ICD-10 case definitions, and repeat-claim versus single-claim confirmation. This made it possible to benchmark national claims data against the Observatory platform on common terms.
